Since Sujit Choudhry has all this experience, the Ukrainian government approached him to see if he would be interested in being part of a think tank that could help them craft a better Constitution. During this time, the Ukrainian government was facing several problems. The first problem that they found themselves facing was that they had Consolidated the power of the presidency too much. The second probably had was weak parties were trying to run for office. The third and last problem they had was that their electoral system based on legislature was not producing the results they thought it would.

Sujit Choudhry join the think tank and began to plot a way forward for the Ukrainian government.
